This walk will largely focus on new work by Contemporary Artists from around the world.\n\nOrganized as part of a broader art program for our club by CUCNY member Christine Keeley\, NYC Photographer and owner of @christinekeeleystudios\, you will be led on an expertly planned\, 2-hour art gallery walk of up to 8 galleries by founder of Look@NYArt\, Efren Olivares.  This walk includes solo shows by international artists\, including painting\, sculpture\, photography\, and more. We will explore Sir Anish Kapoor’s mirrored stainless-steel sculptures and their dynamic and disorienting response to our own movement around them. You will be intrigued by how Chilean artist Iván Navarro’s use of one-way mirrors and neon lights produce wondrous effects while referencing the troubling politics of his native Chile\, and much more.\n\nThis tour involves reasonable walking distances within Chelsea\, of no more than 8 to 10 blocks.\n\nPrice per person $50.\n\nAbout Your Guide\, Efren Olivares: After a successful 20-year career in pharmaceutical marketing at Pfizer\, Baxter\, and Lilly\, Efren returned to school\, reconnecting with the passion he had felt during his University of Pennsylvania Art History classes. Over the past seven months\, he travelled extensively with the Foreign Minister\, meeting foreign ministers\, presidents\, and senior officials to advocate for Syria’s reintegration and build trust with the international community. \nPrior to his diplomatic appointment\, Mr. Olabi was part of legal teams representing governments and civil society in cases before domestic and international courts\, with a focus on international law and accountability. He also led a global civil society initiative to develop innovative legal strategies for criminal accountability related to the use of chemical weapons in Syria. Mavroidis.  Further\, below is an updated list of themes and key trade terms prepared by the moderator in case you’d like to explore more ahead of the discussion. \n \nKey Themes to Explore\n\nPhases of Globalization & The Return of Geopolitics: Understanding the major waves of globalization — from 19th-century cost-cutting industrial integration\, to the interwar Great Retreat\, to the liberal international order of the Cold War\, to the GVC/ICT revolution — and how after 2022\, geopolitical rivalry and activist industrial policy have again become defining forces in trade.\nEmbedded Liberalism & GATT’s Institutional DNA: How early post-WWII leaders\, particularly the United States and the United Kingdom\, designed a trade system that deliberately preserved policy space for state intervention (New Deal-style industrial and social policy). Weak subsidy rules were not a bug\, but a feature needed to sustain the order.\nWhat GATT Proved — Tariffs Down\, Forum Confidence Up: GATT completed 8 negotiation rounds\, driving global tariffs from roughly 23% to about 3% over 1948-2025\, delivering early agreements on non-tariff barriers (e.g.\, Tokyo Round)\, and establishing reliable enforcement with over 80% adoption of legal reports. Its success paved the way toward a larger rules-based system and eventually inspired unprecedented WTO membership expansion.\nThe China Shock\, Automation & Distributional Justice in Trade: How optimism surrounding China’s WTO accession shifted to economic disruption narratives. Debate persists over manufacturing concentration\, jobs lost\, and the role of automation. The core decision to redistribute gains or cushion losses remains national. Transparency and domestic safety nets are central to legitimacy of open trade.\nInstitutional Crisis of Multilateralism vs. The Rise of Regionalism: How the WTO now faces twin crises — a non-functional Appellate Body and stalled rule-making — while FTAs deepen and multiply\, driven by the EU and alliances like CPTPP. Whether new regional “fast lanes” complement or strain multilateralism remains contested\, but participation in FTAs has become nearly universal even without formal WTO consistency testing.\nTrade\, Security & The Missing Economic Security Clause: How GATT historically managed (if not always resolved) national security disputes\, but invocation of national security expanded sharply during the first Trump administration (notably in the steel sector). The WTO treaties lack an explicit “economic security” concept\, raising questions about justiciability\, institutional design\, and the risks of miscalibration.\nThe Unfinished Future of the WTO — Variable Geometry & Rules Modernization: How for the WTO to persist as a viable forum\, differentiated membership commitments (“variable geometry”) may be necessary\, alongside updated rules on subsidies\, state intervention\, climate and environment\, development status\, and potential institutional redesign modeled on international adjudication frameworks (e.g.\, ICJ-type).\n\n \nGlossary of Trade Terms\n\nBretton Woods: The 1944 post-WWII institutional architecture for global monetary stability. It originally proposed a formal global trade organization (ITO)\, but when the ITO failed\, GATT became the interim\, intentionally lightweight framework governing multilateral trade cooperation until 1995. \nGATT (1947): A provisional multilateral trade agreement created under U.S.-U.K. leadership. It intentionally allowed space for state-backed industrial and social policy (embedded liberalism) and maintained weak disciplines on subsidies to sustain political support for open trade. Though “temporary\,” it governed global trade for nearly five decades until the WTO was created. \nWTO (1995) — World Trade Organization: The treaty-based institution that replaced GATT and formalized trade rules into binding agreements with structured dispute settlement. Unlike GATT\, the WTO agreements did not explicitly recognize economic security. Since 2019\, the Appellate Body has lacked quorum due to geopolitical deadlock\, making formal appeals non-operational\, while panels and interim arbitration pathways continue in practice when members opt into them. \nMFN (Most-Favored-Nation Treatment): The core non-discrimination rule of the WTO and GATT: any trade advantage granted to one member must be extended to all. This principle has come under strain as states increasingly rely on selective partnerships\, retaliation\, and national security justifications. \nTariff: A tax on imported goods. Historically a primary focus of GATT rounds (major global tariff reductions). Today tariffs are also used strategically to apply negotiation pressure and respond to geopolitical rivalry. \nNon-Tariff Barriers (NTBs): Policy measures other than tariffs (standards\, quotas\, regulations). First major multilateral NTB agreements emerged in the GATT Tokyo Round through variable-geometry participation\, allowing subsets of members to adopt deeper commitments. \nIndustrial Policy: State support or protection for domestic industries using subsidies\, funding\, incentives\, or import protection. While early trade frameworks aimed to limit such activism\, since 2022 this has become a central arena of geopolitical competition\, especially in advanced technology\, manufacturing hubs\, energy-transition sectors\, and critical supply security. \nNational Security Exceptions: Legal carve-outs in trade law (e.g.\, GATT Article XXI) that were historically understood as rare emergency measures. Their use expanded significantly under the first Trump administration\, notably for shielding the steel industry\, raising an ongoing debate about whether national security exceptions should be adjudicated or remain political. \nGlobal Value Chains (GVCs): Cross-border production networks made possible by declining transport and communication costs and\, since 1990\, by the ICT revolution. GVCs dramatically shifted global manufacturing geography\, concentrating certain supply hubs (especially China)\, and amplifying discussion of interdependence as both leverage and vulnerability. \nStrategic Dependence: Reliance on foreign suppliers\, industrial hubs\, or regions for critical goods or factors of production where disruption risks economic continuity or security interests. \nFree Trade Agreements (FTAs): Regional or plurilateral trade pacts negotiated by smaller coalitions\, pursued most actively by the EU and mega-regional alliances like CPTPP. FTAs are formally meant to satisfy WTO consistency tests; in practice\, participation is nearly universal and disputes over third-country effects have already begun. \nDispute Settlement Paralysis: The post-2016 political deadlock over appointing WTO Appellate Body members\, resulting in loss of quorum in 2019. This rendered formal appeals non-operational\, shifting enforcement toward temporary arbitration solutions or non-appeal agreements by participating members. \nMPIA: A voluntary coalition of WTO members that agree to resolve appeals through binding arbitration when disputes would otherwise be frozen by appealing into a non-functioning WTO Appellate system. It serves as a stop-gap enforcement “bridge\,” not a treaty amendment.

He hosted a meeting on water scarcity as part of the United Nations Water Conference\, addressing the issue of water scarcity which affects the Bahamas. \nHe also addressed the UN General Assembly\, advocating for a Multidimensional Vulnerability Index to help countries like the Bahamas access financing to address water scarcity and climate change. \nAmbassador Smith has represented the Bahamas in various capacities\, including formalizing diplomatic relations with countries such as Cabo Verde\, Saudi Arabia\, Vietnam\, and the Solomon Islands. \nHe has also participated in panels and conferences\, such as the keynote event “Building A New Momentum Towards the 2030 Deadline for the SDGs.” \nAmbassador Smith’s career began in 2005 when he practiced law in Barbados until 2015. \nHe earned a bachelor’s degree from St. Mary’s University in Canada and is a graduate of the University of the West Indies Law School. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nModerator | Stéphanie Fillion \nStéphanie Fillion is a New York-based reporter specializing in foreign affairs and human rights and a United Nations correspondent. This discrepancy in resources between developed and developing countries could widen the gap between their respective universities\, and their ability to use or develop these AI technologies. \nThis session will explore how the availability of computational resources\, data\, expertise and talent readiness\, as well as financial resources all play a crucial role and will determine or hinder the capacity to train and deploy advanced AI models. Training AI models like ChatGPT requires significant computational power and storage capabilities. Universities in developed countries often possess powerful computing infrastructure and can afford high-performance hardware or cloud-based services for AI training. Developed countries\, with their advanced technological infrastructure and access to abundant data sources\, are also more likely to possess the necessary data for training sophisticated AI models. In addition\, developed countries tend to have a more established ecosystem for AI research and a larger pool of skilled professionals. They often attract top talent\, have well-funded research programs\, and offer extensive opportunities for collaboration. Finally\, developed countries\, with greater financial resources\, can allocate substantial funds to AI initiatives in universities\, enabling them to pursue cutting-edge research\, establish specialized AI centers\, and offer competitive salaries to AI professionals. This is in stark contrast with the resources available in developing countries. \nThe session will try to suggest solutions\, particularly for developers when designing\, developing or deploying AI models\, to prevent a widening digital divide brought by AI between the Global South and the Global North. \nAbout Speaker: \nProfessor Yanis Ben Amor is the Executive Director of the Center for Sustainable Development at the Climate School at Columbia University. He is an Assistant Professor of Global Health and Microbiological Sciences. He is also the Director of the Columbia-wide “AI and Future of Work” initiative launched with FII Institute. \nProf. Ben Amor has over 20 years of research experience developing digital tools. \nProfessor Ben Amor has developed digital tools for tuberculosis patients to facilitate their adherence\, for HIV-positive mothers to help them prevent vertical transmission of the virus\, for malaria control programs to monitor use of resources for an effective control strategy\, and more recently\, for Syrian refugees in Turkey\, Lebanon and Jordan to provide health information and healthcare access. Prof. Ben Amor has previously worked for several organizations such as the Pasteur Institute (Paris\, France). Prof. Ben Amor is currently working on several projects involving Artificial Intelligence\, as part of a digital application providing health access to vulnerable populations in Low-and-Middle-Income Countries (LMICs). Abramson also co-founded Edifice Analytics\, a start-up that conducts virtual energy audits and manages building efficiency optimization. \nDuring the Obama administration\, Abramson held the role of chief scientist and manager of the Emerging Technologies Division at the U.S. Department of Energy’s Building Technologies Office. She has previously served as a technical advisor to Breakthrough Energy Ventures\, established by Bill Gates to invest in startup companies with significant potential to mitigate climate change. \nProfessor Abramson’s research has included novel techniques for thermal characterization of nanostructures\, the design and synthesis of unique nanomaterials for use in alternative energy applications\, and strategies to accelerate technology commercialization at universities and research institutions. She has also written about gender imbalances in academic settings and the importance of taking a human-centered and multidisciplinary approach to education and research\, particularly in STEM and related fields. \nProfessor Abramson earned her BS and an MS in Mechanical Engineering from Tufts University and a PhD in Mechanical Engineering from the University of California\, Berkeley. \nJeff Schlegelmilch \nJeff Schlegelmilch is an Associate Professor for Professional Practice in Climate. He is also the Director of the National Center for Disaster Preparedness at the Columbia Climate School\, as well as the Director of Executive Education and Non-Degree Programs for the Columbia Climate School.
